Everyone is dog friendly. There are sidewalks and parks everywhere. I love the old trees and beautiful homes. Very convenient to the east side and first hill hospitals. Honestly, I would move out of Capitol Hill if I wanted to raise a family. I can easily take the Link light rail to work.

Can be loud depending on street location ". Public transit is very friendly for me in this neighborhood, though owning a car in this neighborhood is not at all recommended.
